OLEDB Provider not found

Hello and thanks for your help in advance.

Issue - unable to create an OLEDB connection on the server Windows 2003 64 bits SR2, getting the message OleDB Provider not found.
I have an old Windows 2003 64 bits machine and I installed the ODAC 64 bits 11.2.0.3,

The test I do is this one. I create an UDL file after that and I open it. When I try to connect selecting the Oracle Provider for OLEDB I get this message: "OLEDB Provider not found".
This is the command I used to register after finishing the installation:

regsvr32.exe E:\oracle\product\11.2.0\client_3\bin\OraOLEDB11.dll
