How can I control security in a newly created HRMS portal

 Hi we have HRMS 9.1 (we don't have PeopleSoft Portal suite), I created a new web site and new portal. How can I control what do users see but it has to be totally seperate to what users see when they access HRMS EMPLOYEE portal.Scenarios

1. User logs into HRMS into EMPLOYEE portal (they can see Workforce Administration, Recruiting etc.

2. User logs into HRMS into ESS portal (they can not see Workforce Administration, Recruiting etc.

To log in to both they use the same ID and password!

How can I control what they can see? Is it security, if it is where do I specify what they can see in which PORTAL?
