ExcelToCI security issue

Recently I just noticed a 'weird' behaviour of ExcelToCI.  I had DisplayOnly access to the Job_Data component.  I cannot insert new effective-dated rows nor update any fields oin the component using correction mode online.  Yet I can insert an effective-dated row to Job_Data component using ExcelToCI.  Anyone knows why it is so, and any suggestion to close the loophole as it will allow unauthorised update to production data using ExcelToCI.
