User is not displayed in Question tab of "ALLOW" text box in ESSO-PR

Hello

I can enroll & Reset user password but added user is not displayed in Question tab of "ALLOW" text box though i added user in particular question  in ESSO-PR.

anyone knows how to fix this problem?
