Securing web services in PeopleSoft

I am looking to see how we can secure a web service in PeopleSoft by letting only certain entities make the request.  We already have SSL in place and this is an internal service.  Specifically we are trying to block requests from SOAP UI or any of those other tools.  We want to restrict the gateways to only receive the requests from a group of production servers that we can maintain somewhere.  
Is that possible with anything of the out of the box PeopleTools setup?
