Dynamic role assignment not assigning to all users

I am having an issue with dynamic role assignments.  I have a role query that returns 2566 distinct users, but when the dynamic assignment job runs, it is only assigning roles to 2364.  When testing the rule, the result set is the full list.  I have refreshed the SJT tables but to no effect.
I am on App 9.1 and Tools 8.52.
