ACTOB Errors

We are receiving ACTOB errors when posting a worksheet.  The PENDING_DST is not populated for the items with the ACTOB errors.  This seems to be happening on one business unit.  I looked at the troubleshooting steps in doc id 657914.1 but I can't seem to determine what needs to be changed or what I should look for.  Any ideas?
