JobSet Definition won't accept Begin Time update

Hello.

I have a jobset that was originally scheduled to kick off at 5pm EST and (due to daylight savings in AZ) we changed the start time to 4pm EST.  I have updated the Recurrence to weekdays at 4pm EST, too.  However the job keeps reverting back to it's original 5pm EST start time.  I inactive the job, change the time to 4pm, it runs at 4pm for the first day, and then reverts back to 5pm for all the following days.  Does anyone have any ideas or seen this before?
