Effective Date Publish (EOP_PUBLISHE app Engine)

Is anyone running the EOP_PUBLISHE (Effective Date Publish app engine) using a service operation containing a message with multiple records (with some records that do not contain effective dates)?

We are wanting to use the Effective Date Utility for the WORKFORCE_SYNC service operation.  We have set it up using, 'E-IB: How to Setup Effective Dated (xxxx_SYNC_EFF) Service Operations (Doc ID 1273751.1)' as a guide.

The following are a couple of issues we are currently seeing.

After adding a new future effective dated row for Job data, the WORKFORCE_SYNC_EFF service operation is published (on the date the row was added).  The XML contained data for the records that did contain an effective date column.  We did not expect the  WORKFORCE_SYNC_EFF to be published until the EOP_PUBLISHE process was submitted on the day of the effective date used when adding the future effective date.
