Enable IP Filter in Solaris 10

 Hi,This is my first time using this community forum.
Please advise if need to create this discussion in another forum.

We were using SunFire V245 (version as below)

$ cat /etc/release
                       Solaris 10 11/06 s10s_u3wos_10 SPARC
           Copyright 2006 Sun Microsystems, Inc.  All Rights Reserved.
                        Use is subject to license terms.
                           Assembled 14 November 2006

We got issue whereby IP filter didn't work as expected.
The port still in LISTEN status (as below)
Please advise what need to be done, to ensure the port was totally blocked.

Actually most of the ports are already blocked at the ipfilter. For example port 6788.
