Service Tax AP Credit Note - Service Tax Liability GL Account

Hi,
When we account an AP Credit Note in Payable and run the GL account, then instead of Crediting the Service Tax Int. Recovery, its considering the Service Tax Int. Liability Account.

Per the Law,is this a right procedure to account AP Credit Note on the Liability side.

Appreciate if you could share any Notification/Documents which explains the Oracle Standard Process is part of compliance.
