IDM-OID- 11.1.1.7 config without Weblogic domain shows clustered option disabled

I am configuring it on node-1: goal is to install & configure OID on three nodes as a cluster.
 I don't want to use weblogic domain for OID, as I am not going to use ODSM or IDM or EM so on.. any other extra components. 

Just plain OID so picked up "configure without Domain" option during OID config and in the next steps i.e "Configure Components" clustered option is disabled.  Does anyone know why the clustered option is disabled? Does this mean I cannot have OID clustered if I am not going to use weblogic domain?
