Workflow call API to send SMS

I have my own API that connect to SMS gateway to send SMS to user.currently i work for telecom and I am using EBS HRMS.
could we integrated workflow to call my API so that when the user submit leave or manager reject the leave, the user will reciive SMS notification.
please advise?
