To know dependancy of VAT attributes availability on excise modvat claim process

Hello,

It has been informed by users that few receipts are not seen for execise/Modvat claim form earlier and then they start appearing only when VAT attributes were updated in system for items in receipt .

The question here is .. Is there any dependacy of availability of VAT attributes on excise claim process by design? Does system not display such receipt  in cenvat claim form for items where VAT attributes are not there. But correct excise attributes are present for the org??
