in R12 effective_start_date shows null value in WF_USER_ROLE_ASSIGNMENTS table

Hi,

We recently had an upgrade from 11i(11.5.10.2) to R12(12.1.3).
Post upgrade I can see that the effective_start_date shows null value in WF_USER_ROLE_ASSIGNMENTS table, which was not the case in 11i. Is that an intended functionality  OR is there any way to get those details updated.
