Remove ability to customize the Homepage

We are in the process of upgrading to Tools 8.53 and we are currently looking at the Homepages. What we want to do is create a single standard homepage that can be used by all employees and not allow the user to Personalize Content | Layout of the homepage. I understand how to build a fixed home page but I am having a few difficulties.

- I need to remove Personalize Content | Layout off of the screen so users can't customize a homepage. I assume it is some permission list. I thought it was the PAPP0001 & PAPP0002 permission list but I tried updating these and I still see the links.
