Printing Image from Peoplesoft table to a report

Hi,
Greetings.

We  have a requirement of printing employee ID card report from Peoplesoft.

the report is having some static images, data from PS tables and Photo of the employee.

Photo is stored in the record ps_empl_photo and field employee_photo in BLOB format.

Report can be generated using any tool (SQR or XML ...) based on the feasibility.

Please advice how to read the image from the database and print in the report and which reporting tool is best to use.
