Customizing ... Unauthenticated Pages: error "You cannot perform this action, most likely because yo

Hi,
for some reason, when trying to customize unauthenticated pages (i.e. forgot password), we get a popup saying:

"You cannot perform this action, most likely because you do not have edit privileges on this page"

Please consider that we were able to customize unauthenticated pages, in fact we personalized logo and other features. We are still able to hide/show components, but not Edit them. This happens only for unauthenticated pages, not for other pages.

We also tried to restore original ear files (oracle.iam.console.identity.self-service.ear) but to no avail.

Any suggestion how to fix/investigate this?
