VERSION incrementing since upgrade to Tools 8.52

While working on an issue with the delivered SCC_SL_SMP process we discovered that wherever the field VERSION is being used in PeopleSoft, it has been incrementing ever since we went live with Tools 8.52. 
For example in the psprojectdefn record we see the version number increasing every time we create a new project and it starts with the Tools upgrade project. We ran PSVERSION in one of development environments last week, but the day after the VERSION number began to increment again. Every project before the Tools upgrade has a version number of 1. 

So I have two questions. The first is if this is expected behavior, or did we miss something in our upgrade? I have only dealt with PSVERSION once before and it was several years ago.
