non-Unicode conversion to Unicode for the implementation of the PS Multi-Language Pack

We are currently on FSCM 9.1, Tools 8.52.17.  Our system and db were not installed with Unicode back in 2005 during our original implementation.  We have been tasked with implementing the Multi-Language pack in order to provide French and Portuguese capability to on-board our French and Brazilian offices.  Has anyone every worked on installing or converting a non-Unicode system to Unicode and install the Multi-Language pack?  One route we have considered is creating a brand new 9.1 instance, installed as Unicode, with the Multi-Language pack and then migrate all of our customizations and perform data conversion of the transactional/setup data
