when user is trying to perform the change password, "you are not authorized to access this component

I have something odd happening and am hoping that someone can help me figure this puzzle out.

We have a user who has had access to PeopleSoft for years without issue.

Today when he called and had his password reset, the box is checked to expire the password, forcing the user to change and select a new password.

The user received the message when he logged in telling him that his password has expired and to click on the link to change the password.

When he did this, he received the authorization error.  The Band-Aid for this was to not check the password expired box when resetting his password.  This way he was able to log in and get his work done.
