JSP Agent showing down and workflow component activation taking forever

We are using EBS version 12.1.3

After the maintenance, when I startup one of the test instance, it is showing JSP Agent down on the OAM dashboard. Also, the workflow component would not seem to start. When I try to start up the workflow components, it is activating and taking forever. The concurrent manager looks fine though.

$ adopmnctl.sh status
