Not receiving email notifications at all

We are using EBS version 12.1.3

At this point all workflow components are up in running state. But the system is not sending out email notifications.

I have tried test mailer. I did got the message on my worklist, but nothing through email.

Attached is the mailer log file and the html debug file. Please advise. Thank you very much.
