URGENT - I need sample SQL code to attach attachments to a workflow notification where the attachmen

I need sample SQL code to attach attachments to a workflow notification where the attachment has not yet been committed to the normal tables (eg fnd_lobs etc) but are still held in transient table HR_API_TRANSACTIONS (in TRANSACTION_DOCUMENT) ?
