rtv_qty column in item_loc_soh table is not cleared after RTV is shipped

We have an issue in our system where rtv_qty column in item_loc_soh table is not cleared after RTV is shipped.

For an item/location combination in item_loc_soh stock_on_hand column is showing as 50 and in rtv_qty column is showing as 120.
So when user is trying to create a transfer available SOH in RMS screen it's showing to him as -70.

We have an audit table in item_loc_soh where we found twice RTV was posted for this type of issue.

Can you please tell us what is happening for this.
