Is Separate PeopleTools upgrade required before Application upgrade?

 Hi,

I have read somewhere that we need to upgrade PeopleTools explicitly before we can start the actual Application upgrade. Is that information correct? or is that HCM9to92.xml Template will cover all the steps required for PeopleTools & Application Upgrade - (both) and we need not follow any separate steps for PeopleTools Upgrade.  We have an application upgrade activity planned, where we will be upgrading PeopleSoft Instance from PT8.49, HCM9.0 to PT8.53,HCM9.2.

I have gone through the following document but could not locate any information on the same:
