XML Publisher - problems with migrated templates

 We have HCM 9.1 tools 8.51.23.
I have a huge problem. We had existing report in production. I added few new template IDs, and template rtf files to it in TEST. When I moved these new template definition to PRODUCTION, I get following message:

Template definition TEMPLATE_NAME not found in the report definition. (235,2012)
 
I've checked all the tables and all have data.
I see the templates, I see the RTF files, but I'm unable to add anything to the that report definition, when I try to remove these templates I get the same error message?!

 I have no clue what is the problem, did anybody encounter this kind of message????!!!!!
