Scenario of Audit Count never populates in a Labeled Reserve Environment

Hi Team,
When the Labeled Reserve Parameter is turned ON, and continue to do the Cycle Count, the Location never moves to Audit Count.

Is it system designed base functionality or any issue is there.

I just want to check how can the User ensures that the Location is cycle counted perfectly.

Did anybody tried to perform the above scenario? What happens to all the Lost Containers which are moved to Unlocated Location?

Nowhere system will use 42 in this scenario? 

Is it a bug or its working fine.
