The LDAP authentication provider named "OIDAuthenticator" failed to make connection to ldap server

 hello everyone,
i am using OID authentication  for one of the oracle retail application called REIM 13.2.6.  when iam restarting weblogic domain i am getting the below error for OID LDAP.

<Jan 8, 2014 6:37:33 PM IST> <Warning> <Security> <BEA-099117> <The LDAP authentication provider named "OIDAuthenticator" failed to make connection to ldap server at ldap://erp.retailsols.com:3060, the error cause is: Connection refused.>


i don't know  whether the issue with the OID installation or  with the configuration. 

can anyone help me regarding this issue.
