Modification of an approved Item by publishing xitemmod from external system is not putting entries

 Hi,
We tried to publish item message with xitemmod message_type from external system. Message was successfully subscribed in RMS but no entries were placed in POS_MODS.
Please let us know if this is expected behavior and also let us how modifications of items are inserted to POS_MODS..
