No print output when printin check

I am not sure if we are having a tools problem or an app issue here, so excuse me if this is the wrong forum to be posting in. We are currently running tools 8.53.03 with FIN 9.2. I have a Troy 610 secure printer hooked up to our windows process scheduler. 

When printing to the printer from the server using word/adobe reader/notepad etc. everything works fine. Our issue starts when we try to print from peoplesoft, mainly we are trying to print checks using BI publisher and the APY2021X process. The process completes successfully and a print job shows up in the queue with a name of "Local Downlevel Document", the printer then turns on and sounds like it is about to print, but after two seconds it stops and nothing prints out.
