AWE using user entered criteria type on approval path

Using PeopleTools 8.49.18, Financials 9.00.00 MP11 (Bundle 33)

 

 

I have created a custom workflow using AWE.  I am setting up user entered criteria for one of the paths and it doesn’t work.  When I use the preview tool to check the preview approval routes, the step using user entered criteria fails; the other steps work and generate the necessary email notifications and approval/deny options (these steps are set with always true criteria). Has anyone successfully set this up who can provide assistance?  The following is the data from the preview tool:
