can the to: field in default user notifications in oracle 11gr2 be altered?

User create is a default notification in 11gr2.  The notification is sent to the email address of the user for whom the account has been created.  We have a need to direct this communication to the user's manager but the default template and associated XML does not provide for this customization.  Must we create custom notification events and resolvers in order to make this change?
