Cannot see embedded message popup ? symbol on grid - PeopleSoft Online

I'm trying to enable the embedded message popup "?" symbol on grid & group boxes. I opened the grid in my app designer, assigned a valid message catalog and message # as well. But I don't see it in the online. I checked for diff browsers IE9 & Chrome.

I could see this in my demo env but not in my Dev/ UAT or PRod. I'm assuming there might be a global setup for this to activate or deactivate it any where or any links to web library or templates.

Please help in this regard
