Can't get started applying SCM or Common Objects bundle due to pre-requisites

We are on PeopleSoft FSCM 9.1 Tools 8.52 and we have just finished applying FMS/ESA bundle 24 and global comp bundle 13. We are trying to move on to Common Objects bundle 7 or SCM bundle 24 but it is giving us a never ending list of pre-requisites. Before this, we had previously applied Maintenance Pack,11 which included Common Objects 5 and 6. However when we go to apply Common Objects bundle 7, it tells us we need Common Objects 6 as a pre-requisite. Is that common for it not to recognize? What do we need to do here?
