APPLSYS.WF_JMS_JMS_OUT queue missing

is this normal? this is an error output received while applying a patch.
I will attach a WFVER.SQL output with this post.

Can someone help me out? one suggested that I rebuild the said queue.... But upon checking from out pre-patched environment, this said wf_jms_jms_out queue never really existed.
