missing queue APPLSYS.WF_JMS_JMS_OUT

this message came out while applying a 12.2 language upgrade patch.
I have compared this with the pre-patched version of our system, and there doesn't seem to be any WF_JMS_JMS_OUT queue to begin with.

I have ran the wfver.sql as recommended, but nothing wrong stands out.

any help is greatly appreciated.
