SAIP Class Sections

I am working on a problem where there is a certain class that isn't making it into the XML file for it appears to be not in scope.     Researching the problem, it appears that this course is on the CLASS_TBL and the values are as follows:   CRSE_ID = '00001' ,  CRSE_OFFER_NBR = '1', STRM = '1430' , SESSION_CODE = '1', CLASS_SECTION = '01', CLASS_NBR = '00002', INSTITUTION = 'XXXXX', ,............

Checking this against the SAE_CLASS_EXT table, for CRSE_ID '00001' , STRM '1430', INSTITUTION 'XXXXX'  I get two rows returned.

They look like this:
