TDS Threshold Limit

Hi,
We have a Business Scenario where a particular vendor is subject to exception rate (Lower Deduction) with below Threshold range :

0 to 200,000 @ 1%
200001 to 999999999 @ 2%

I have created a Threshold Limit with CUMULATIVE and assigned with the respective rates for each Threshold limit.

Post this, I have created three Invoice :

C1 - INR 21000 - TDS Generated for 210 
C2 - INR 40000 - TDS Generated for 400
C3 - INR 15000 - TDS generated as two transaction one TDS Inv for 1610 and second TDS raised for 610

Am unable to understand why the system has generated for 610.Attached is the Threshold setup Screenshot
