Invalid signon time for user@ error when logging into Peoplesoft 9.2

Hi,

We have finance 9.2 application with tools version 8.53.04.

Our aim is to create Peoplesoft id with Read-only rights.

In this process, we  followed all steps and created Readonly userid as clone of superuser and given necessary rights to Readonly id in PSAUTHITEM.

We even Ran Portal sync and Bounced Appserver.

When we are logging into PIA with Readonly id, we are getting " invalid signon times for user" error.

We are able to login to PIA with superuser, but not able to login with Readonly userid.

Please find steps we followed in attached file.

Please help.
