user gets error - You are not authorized for this page. only the first time they go to the page. On

Hi ALL,

We are using HCM 9.1 PT 8.50

We have something strange happening.  We have a situation where if one our self service user logs in and navigates to a certain page, the error You are not authorized for this page.  Once the user hits the IE back button ( since there is no other way to go back at this point)  and then the user navigates to a different page ( i.e. Query Manager) and then navigate back to the page that had caused the error, it opens without error. 

We have tried clearing out the cache but I am just not sure what else to try.
