System configuration tab missing in Access System Console OAM 10g .

In the attempt to add additional Admins to the Access System console I accidentally removed orcladmin user from the Delegated Administrators Group. Now when I log into the Access System console I am missing the System Configuration tab, only showing System Management and Access System Configuration. How do I get the "system confg tab back?
