claim 100% Additional Custom duty

Hello

How can we claim 100% Additional Custom duty on import of capital goods in the same year on the Receipt Localized form. Presently we can claim 50% in Receipt.  And remaining we claim in "Claim Modvat on Receipts form".  But  CVD , Education cess is also getting claimed which is  not required.
