Sync EBS with OID without implementing Single Sign ON.

How can I Sync EBS with OID without implementing Single Sign On?

I have no plans to use Single Sign On for EBS 12.1.3 but want to sync the users from EBS to OID so that i can use it for single sign on for other applications like Hyperion, BI, Webcentre.

Please help on this.
