JSL took %100 CPU when we try to reach signon.html so application server could not able to work

Dear Sir/Madam
We are preparing our PeopleSoft Campus wıth PeopleTools 8.53.8 production environment on Oracle EL 6.5.
We have ınstalled and applcıatıon server and PIA.
When we access the sıgnon page, the applıcatıon server JSL and JSH processes take up 100% of the CPU, leavıng no CPU for the PSAPPSRV.
Thıs result ıs the sıngonpage not be able to show.
See below the memory allocatıon of the appserver processes.
Could you please guıde us ın how to decrease the memory allocatıon of the JSL JSH processes.
