Upgrade to PeopleTools 8.53.10 with applications lower than 9.2

Question: PeopleTools 8.53.10 - Do we have to upgrade to application 9.2 or can we upgrade the PeopleTools from 8.51.15 to 8.53.10 with application 9.1 without issues?   We will not be required to use PUM until upgrading the application to 9.2, correct?
