How to determine if we are exceeding the number of Cobol licenses?

Cobol processes are failing intermittently with the following message:

Process Request shows status of 'INITIATED' or 'PROCESSING' but no longer running.

This just started happening as we increased the number of Cobols running. We suspect this may be a licensing issue, but there is no indication in the app server logs.

We are running FSCM 8.9 MP 12 with PT 8.52.09 on RHEL 5.10.
