Tools 8.53 Change Assistant - Couldn't create a pshome server for C:\FSDMO92

We are currently upgrading to FSCM 9.2/Tools 8.53.  We are having a problem getting past error "Couldn't create a pshome server for ..."  where the ... is the directory that Tools and Apps have been installed to (ie. - C:\FSDMO92).  We've tried installing locally using the CD's on the laptop we intend to use for the upgrade.  We've also pointed to the "mapped" Windows File Server drive that is used for the PSNT Process Scheduler.  Outside of CA, we can connect to the demo database through TOAD and also through the web browser as VP1.

This error restricts us from connecting through Change Assistant.  I have an SR open with MOS but have reached a point where they aren't sure what to do next.
