Maintenance Worksheet submitting to batch standard instead of Submitting to Workflow

We implemented AR AWE writeoff workflow (ARMaintWriteOff) a couple of weeks ago.  We just had an instance where an analyst created a maintenance worksheet with a total writeoff of $2,198.70, which should have submitted to workflow.  The analyst was able to submit this to batch standard instead.  We have our first level of approval set at total writeoff amount greater than 300.000.  Has anyone had a similar issue?
