Change Assistant not recognizing the target environment

I has installed the PUM Image and also Upgrade image on virtual boxes. I configured the EM agent on the upgrade image to point to PUM Image EMHUB. I also installed change assistant and pointed the change assistant agent to point to PUM image EMHUB. When I click on validate this is the error I am getting.

  No Environments were found in the Environment Management Hub.

     Note: All agents should be running and sending pulses for all Application, Batch, File and Web Servers for the environment before Change Assistant is started.

However I can see the agents are running when launching the
